China reaffirms to expand Chinese-African economic, trade cooperation

Visiting Chinese Commerce Minister Chen Deming said here on Monday that China will continuously expand Chinese-African economic relations and trade to reach a new higher level, although the ongoing financial recession prevails the world and cause side effects on the China-Africa two-way economic and trade cooperation.
In an exclusive interview with Xinhua, the minister said the Chinese government will consolidate and expand the China-Africa two-way economic relations and trade cooperation in the following four aspects.
First, efforts will be made to continuously expand China-Africa trade scale. During their economic businesses, many African countries suffered deficits in varying degrees. China will import more products from these African countries accordingly.
On the basis of offering zero custom tariffs to the 31 most underdeveloped African countries, China will extend the favoring treatments to more African countries, he said.
The minister added that China will give priorities to African countries when importing products on condition that the quality of the imported items is the same. Meanwhile, the minister said, China will also optimize the structure of its export commodities to Africa and make more investments and introduce advanced technologies and equipment into Africa when carrying out contracted projects.
Second, China will tap potentials in expanding China-Africa cooperation sectors, and will make full use of the China-Africa Fund and the establishment of free trade zones in African countries and support Chinese companies and factories to invest more in Africa.
He said China will focus on accelerating the tempo of construction of infrastructural facilities in Africa aimed at helping African countries improve transport and telecom facilities, set up more industrial and manufacturing enterprises, raise farm production levels.
Special attention will also be paid to actively launch two-way cooperation in the sectors of tourism, finance, science and technology and environmental protection.
Third, China will offer more aid to Africa. The minister said China will try its best to provide African countries more aid without any political conditions attached and help them build more public infrastructural facilities such as hospitals, health centers, schools and stadiums and gymnasiums.
Helping African countries improve their capacities of disease prevention and control, raising their farm production levels, tapping their human resource potentials and sharing with them China's experiences and lessons in developing the national economy are also important sectors to which the Chinese government will pay greater attention. All these are aimed at helping African countries train and bring up more talented and skillful technical personnel, he said.
Fourth, China will bring into full play the market-oriented principal role of the Chinese enterprises and establish various kinds of platforms for them to cooperate with their African counterparts.
Chen said the Chinese government will also provide financial, legal and information services to the Chinese enterprises to engage them in China-African economic relations and trade cooperation.
