Full text of Sino-Ugandan joint communique (textile involved)

China and Uganda issued a joint communique Friday when Chinese Premier Wen Jiabao held talks with Ugandan President Yoweri Museveni shortly after Wen started his two-day visit here at the invitation of Museveni.

Following is the full text:

I. At the invitation of President Yoweri Kaguta Museveni of theRepublic of Uganda, Premier Wen Jiabao of the State Council of the People's Republic of China paid an official visit to the Republic of Uganda from 23 to 24 June 2006. It was the first visit by a Chinese premier to Uganda.

II. During the visit, Premier Wen Jiabao and President Museveni held talks in a cordial and friendly atmosphere. Premier Wen Jiabao conveyed the greetings of President Hu Jintao of the People's Republic of China to President Museveni. President Museveni asked Premier Wen Jiabao to give his warm regards to President Hu Jintao. The two sides had an in-depth exchange of views and reached broad agreement on China-Uganda relations and international and regional issues of mutual interest. Premier Wen Jiabao also met with Prime Minister Apollo Robin Nsibambi of Uganda.

III. The leaders of the two countries expressed satisfaction with the fruitful bilateral cooperation in all fields over the 44 years since the establishment of diplomatic ties. The two sides agreed to keep high-level contacts to boost mutual political trust, deepen business cooperation, strengthen coordination in the multilateral arena and further develop the friendly relations and cooperation between China and Uganda.

IV. The two sides pledged to continue to support each other on issues concerning their national development, sovereignty and territorial integrity. The Chinese side supports Uganda in its efforts to maintain political and social stability and sustain economic development. The Ugandan side reaffirmed its adherence to the one China policy and its recognition that the Government of the People's Republic of China is the sole legal government representing the whole of China and that Taiwan is an inalienable part of Chinese territory. The Ugandan side opposes any attempt to create "two Chinas" of "one China, one Taiwan", "Taiwan independence" in any form and Taiwan's attempt to join any international or regional organization consisting only of sovereign states. Uganda will not have any official relationship or contact with Taiwan. The Ugandan side supports all the efforts made by the Chinese Government to realize China's reunification and holds that Taiwan issues is China's internal affair and that no external force has the right to interfere in it. The Chinese side highly appreciates this principled position of the Ugandan side.

V. The two sides agreed that their economic cooperation has broad prospects. They expressed readiness to earnestly implement the ongoing cooperation programs and expand mutually beneficial cooperation in trade, investment, agriculture, water conservancy, telecommunications, infrastructure, energy, agro-processing, textiles as well as human resources development on the basis of equality, mutual benefit and common development to upgrade business cooperation for the benefit of the two peoples. The two sides would increase exchange and cooperation in culture, education, health and tourism.

VI. The two sides expressed readiness to expand contacts between their political parties, parliaments and local governments and people-to-people exchanges to draw on each other's experience in running the party and the country and enhance mutual understanding and friendship between the two peoples.

VII. The two sides expressed readiness to conduct closer consultation and cooperation in international affairs, work together to uphold the rights and interests of developing countries and promote global prosperity and development.

VIII. The Ugandan side welcomed the issuance of China's African Policy and expressed its appreciation of China's readiness to establish and develop a new type of strategic partnership with Africa featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges. The two sides pointed out that the Beijing Summit of the Forum on China-Africa Cooperation to be held later this year would create a new opportunity for boosting China-Africa relations and give greater impetus to the common development of China and Africa. Premier Wen Jiabao extended an invitation from Chinese President Hu Jintao to President Museveni to attend the Summit. President Museveni accepted the invitation with pleasure.

IX. The Chinese side expressed its admiration to President Museveni for leading the Ugandan Government and people in a development endeavor suited to their national conditions, maintaining long-term stability and achieving sustained economic growth. The Chinese side expressed its appreciation of Uganda's important role in promoting African unity and rejuvenation as well as regional economic cooperation.

X. The Chinese side expressed its sincere thanks for the warm hospitality accorded to Premier Wen Jiabao during his visit to Uganda.
